Chief Deputy Marcus Grant is a seasoned law enforcement professional with over 16 years of progressive experience in the field. He currently holds the position of Field Operations Chief, where he oversees critical aspects of operational management and strategic deployment. Chief Deputy Grant earned his Bachelor of Science degree in Criminal Justice from the University of Houston-Downtown and subsequently obtained a master’s degree in management of Defense and Strategic Studies (MDSS) from the University of Texas at El Paso. In addition to his distinguished law enforcement career, Chief Deputy Grant is a United States Army veteran. He honorably served in both Operation Enduring Freedom and Operation Iraqi Freedom, bringing valuable military leadership and tactical expertise to his role in public safety and law enforcement management

Assistant Chief Grady Castleberry is a seasoned law enforcement executive with over three decades of service with the Harris County Sheriff’s Office. Rising through the ranks to become Captain and Division Commander, he has overseen critical operations including Criminal Warrants, Financial Crimes, VIPER, Gulf Coast Violent Offenders Task Forces, VICE, Narcotics, and Human Trafficking.

Known for fostering cross-divisional collaboration and implementing quality assurance protocols, Chief Castleberry emphasizes continuous improvement and mentorship throughout his teams. Chief Castleberry’s background also includes vital work in emergency response.

His academic foundation includes a Master of Public Administration and a Bachelor of Science in Political Science, with over 4,000 TCOLE training hours. He is a graduate of the FBI National Academy and the Senior Management Institute for Police.

Personally, he enjoys golfing, baking, traveling, and remains active in church and civic organizations, including the Church Without Walls, Kappa Alpha Psi Fraternity ,Inc., and as a PHA 33rd Degree Mason.

Dr. Holland D. Jones is a decorated and multifaceted public servant whose journey began in the U.S. Navy as a Gunner’s Mate. After his honorable discharge in 1994, he entered law enforcement, beginning as a reserve deputy and eventually rising to Chief of Police of the Kemah Police Department. His leadership culminated in earning departmental accreditation for the first time in the city’s history. Dr. Jones’s tenure across multiple roles—including Assistant Chief Deputy and Commander of Toll Road Operations—reflected his strategic leadership and deep commitment to community trust and mentorship. His academic and professional qualifications are both extensive and distinguished. Dr. Jones holds a master’s degree in criminology, a Doctor of Jurisprudence from Thurgood Marshall Law School, and a Doctorate in Administration of Justice from Texas Southern University. He is a licensed Texas attorney with a successful legal practice in family and employment law, often handling complex Chapter 614 litigation. He also possesses high-level certifications in law enforcement management, training, and crisis intervention. His legal and academic careers intertwine in his work as an adjunct professor, where he educates future leaders at institutions including Texas Southern University and Texas A&M Commerce. Dr. Jones’s research and teaching reflect his dedication to social justice, notably through his doctoral work on racial disparities in traffic law enforcement. He is known for simplifying complex legal issues for clients and mentoring within both law enforcement and legal communities. Personally, as a retired Chief of Police, he is a fan of Game of Thrones, particularly inspired by the values of House Stark. Outside of his professional life, he enjoys chess, paintball, family time, and dreams of owning a Siberian Husky or Dire Wolf as a symbol of loyalty and strength.

Captain Jimmy Adams began his career in law enforcement in 1972 in class #54, one of the first classes of 19-year-olds the Houston Police Department accepted. Captain Adams began his career in the Traffic Enforcement Division which was disbanded in 1979 leading to a transfer to the Radio Patrol Division at Park Place Substation. In 1984 Captain Adams was transferred to a special detail of Auto Theft called Auto Dealers. Captain Adams worked undercover in assisting in many auto theft investigations as well as conducting audits on the various auto storage lots thru out Houston. In 1995 Captain Adams was accepted into the very distinguished Motorcycle Detail where he attended one of the first Harley Davidsons classes on Tactical Training on operating a motorcycle. In 2010 Captain Adams retired from the Houston Police Department after 38 years. Captain Adams accepted and began his new career in law enforcement with Precinct 7 in 2011. Captain Adams was promoted to Sergeant in the following year and attended the T.A.P.E.I.T Class of Property Room Supervision. Additional training of Professional Standards of Internal Affairs Investigations was completed, and he began conducting Internal Affairs Investigations. On November 21, 2018, Constable Walker promoted Adams to Captain over Administration. Captain Adams has completed his Masters in Internal Affairs Investigations from the FBI – LEEDA and his Masters in Property/Evidence Inventory Technician.

Captain Geneane Orndorff brings 27 years of law enforcement experience to her role as Captain of Field Operations. A proud U.S. Army veteran, she began her impactful career with the Philadelphia Police Department, where she embraced various roles, including Corporal and Sergeant of Patrol, and served in the City-wide Vice Unit and Records Division. Her diverse experience, spanning both large and small civil and municipal organizations, showcases her adaptability and dedication. Driven by a commitment to professional development, Captain Orndorff has earned her bachelor’s and master’s degrees in public administration/emergency management and is currently pursuing a Doctorate in Organizational Leadership. Her leadership journey in Texas includes serving as Lieutenant, Captain, and Assistant Chief, where she has extensive experience in Patrol, Criminal Investigations, Multi-Task Force operations, Internal Affairs, Administration, Accreditation, Support Services, Community Engagement, Training, Professional Development, and Victim’s Assistance. As a Master Peace Officer, Captain Orndorff has participated in prestigious programs, including the FBI National Academy (Class 261), Northwestern Police Staff and Command College, L.E.M.I.T., and S.W.A.T. training. Her numerous professional certifications in women’s law enforcement executive leadership further reflect her unwavering commitment to excellence and empowering others.

Currently, he is advancing his academic credentials by pursuing a Doctor of Education in Executive Educational Leadership at Houston Christian University, which further enriches his already impressive array of professional and academic achievements. Capt. Hayes also holds Advanced and Basic Instructor Proficiency certifications, highlighting his deep-seated commitment to education and mentorship.

With over a decade of progressive experience in various leadership roles—serving as Captain at Harris County Constable Precinct 7, Police Sergeant, and Acting Commander at the Houston Independent School District Police Department—Capt. Hayes has cultivated a rich reservoir of operational expertise. He has adeptly spearheaded a multitude of initiatives encompassing training coordination, emergency response strategies, comprehensive strategic planning, and personnel development.

Captain Floyd Davis is a seasoned law enforcement professional with over 16 years of service, currently leading the Toll Road Division as Captain. Known for his dedication to public safety and operational excellence, he oversees traffic enforcement operations and roadway safety initiatives, ensuring the effective and secure movement of millions of motorists across the region.

A graduate of Maryville University of St. Louis, Captain Davis holds a Bachelor of Arts degree and is set to begin his Master’s in Cybersecurity in the fall. His academic focus reflects his commitment to bridging the gap between traditional law enforcement and modern digital threats, preparing agencies to meet the challenges of 21st-century policing.

Throughout his career, Captain Davis has demonstrated strong leadership, mentorship, and crisis management skills. He has trained and developed officers across various divisions and played a key role in implementing strategies that improved response times, traffic flow, and overall public satisfaction.

Captain Walter R. Parker, III began his law enforcement journey in his hometown of New Orleans, Louisiana as a Law Enforcement Police Explorer in 1981. In August of 1992, he attended the Houston Police Department Academy. Over the next 30 years he has worked many assignments including Patrol, Investigations, Community Relations, Law Enforcement Explore Program, Bicycle Patrol, DRT, and Traffic. Out of 30 candidates, he was chosen number one on the Solo Motorcycle Detail list in 2006, where he served his last 18 years as a Houston Police Officer.

Captain Parker has five children and three grandchildren (all boys). He enjoys spending time with his family, fishing, camping, all outdoor activities, travel and watching the New Orleans Saints Football Team, working around the house and on vehicles. Did I mention fishing!!!!

Captain Parker has a Bachelor of Arts from the Xavier University in Political Science Pre-Law and History. He is also a member of Omega Psi Phi Fraternity Inc.

As a distinguished humanitarian, Harris County Precinct 7 Assistant Chief Alan Helfman demonstrates unwavering dedication to charitable causes in Houston. His resolute support for Harris County Houston Texas law enforcement officers is greatly appreciated. Lucretia “Sha” Rogers is an accomplished law-enforcement executive who currently holds dual leadership posts: Assistant Chief of the Reserve Division, Harris County Precinct 7 Constables Office, and Executive Director of Safety and Security for Leander Independent School District (LISD). Upon state approval of LISD’s new police department, she will assume the role of Chief of Police.

Ms. Rogers earned a B.S. in Criminal Justice from the University of Houston–Downtown and an M.A. in Criminology from the University of Houston–Clear Lake. She is completing a Doctorate in Executive Educational Leadership at Houston Christian University, with graduation anticipated in May 2026.

Across more than two decades of public-safety service, Ms. Rogers has held positions ranging from Assistant Chief of Police and lead criminal investigator to internal affairs manager and campus police officer for the Houston ISD Police Department, where she directed patrol, campus safety, and support services. She is certified as an Internal Affairs Investigator, Background Investigator, and Mental Health Peace Officer, and has taught as both a police instructor and a mental health liaison.

Her professional development includes the Senior Management Institute for Police (SMIP, Session 85), the FBI-LEEDA Trilogy, and the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College (Class 96, February 2024). She began her career as a reserve deputy constable with Brazos County Precinct 4 Constable Office and later served as a patrol officer with the Brazos County Sheriff’s Office. Parallel to her policing career, Ms. Rogers has practiced as a licensed vocational nurse for more than 21 years, specializing in neurology and correctional health.

Dedicated to community-oriented policing and youth engagement, Ms. Rogers remains steadfast in bridging the gap between law enforcement and the communities they serve. Her proudest role, however, is being a mother to two adult sons, ages 24 and 19.
